In the context of rapid accelerating integration with the global economy and unprecedented fierce market competition,competition between enterprises has been changed into operating quality by the whole enterprise from the emphasis on pure product quality.The Performance Excellence Model(PEM)is proposed on the basis of studying on the best management practice and theory in global excellent performance enterprises,which is the method that integrated performance management is recognized extensively by the global countries so far.On the basis of researching on establishing quality incentive system,State Quality Inspection Administration(AQSIQ)with National Standard committee(SAC)issues the national standard--Performance Excellence Criteria.The Performance Excellence Criteria provides operation and management mode of pursuing performance excellence,and uses quantitative indicators to provide the basis of evaluation of quality award and self-evaluation of enterprise.It is the criteria forNational Quality Management Awards which vigorously promotes learning and practicing the PEM in Chinese enterprises and all kinds of organizations.The author introduces from the following aspects:1.Study and application of the PEM in domestic and abroad,Purpose and Significance of building up the PEM and introduction of contents and methods.2.Introduces the main contents of PEM,11 core values,7 categories,19 entries and 32 focus a spects and the framework of excellence performance evaluation criteria.3.The environmental analysis of HY's performance excellence model includes company profiles,human resource status,major technology and equipment,and the competitive environment and challenges faced by customers and markets and organizations.4.Building up the PEM of Hangyang corporation,explains the PEM implementation measures of enterprise's quality management improvement,and makes appraisal analysis on the implementation result.5.The author explains the process and problems when Hangyang builds up and implements the PEM,and summarizes effect and experience through practice.The author make a conclusion after study:the PEM is an effective method that enterprise improves overall performance and competition power and it is the direction of quality management from good to great.
