The Project Management Issues And Countermeasure Research Of Chengdu Rh Financing Platform Companies

With the acceleration of urbanization and a new round of urbanization rush in China, government investment projects will contribute substantially to local economic development. Government Financing Platforms(GFP) enterprises are commissioned by the government to finance, invest, and manage as project owners. RH company, a GFP enterprise established a decade ago in Chengdu, has rich experience on project management and greatly improved project management skills. However, RH still can not participate in the fair competition in the market. Therefore, the research on the project management problems of RH will be of great significance in improving the efficiency of RH, standardizing GFP enterprises and searching management system reformation of government investment projects.Based on the foreign advanced management experience and domestic general characteristics, this article analysed the current situation and problems of RH. First, compared with the united states’s and Germany’s government investment projects, the author pointed out the problems on project decision, life cycle management, contract execution, risk management and post-project evaluation of government investment pojects in China. Secondly, from the study on project finance, bidding system project management and agent construction system project management of GFP companis in Chengdu, the paper analysed the status and problems of RH. At the end of the article, the author presented that applying project integrated management and market-oriented management may be the solution of the problems and the way to make sustainable development of RH.The research showed that RH must be established under the agent construction system. Project management requires not only solutions searching for the existing problems, but also the management methodology innovation and sustainable development ability.
