Performance Evaluation Of The New Rural Cooperative Medical System Operation In Shandong Province

With the larger picture of the problems facing agriculture, rural areas and farmers, the Party Central Committee and the State Council developed rural health service and elevated the health level of rural inhabitants to integrate and unify the developments of town and country in2002.The new-type rural corporation medical system made a great achievement after it was conducted as experiment at some selected points in Shandong. However, it also revealed some problems. How to evaluate the performance scientifically and objectively is the inevitable way to the new rural cooperative medical care system’s development.On the basis of an analysis of the operation and basic theory of the new rural cooperative medical system in details, The article analyzed the operational performance and existed problems of the new rural cooperative medical system from the financing and other aspects.This paper used the factor analysis to evaluate and compared the performance of17cities in Shandong province. In the process, the method was based on the logical model and the performance criterion. Then a series of indexes, such as enrollment rate, funding criteria and inpatient expenditure from input, process, output and influence, to evaluate the new rural cooperative medical care system were selected, and then established an evaluating model. This paper used the factor analysis to evaluate and compare the performance of17cities in Shandong province. Through the analysis, it is found that the performance of the NRCMS is related with regional distribution. Comprehensively, the difference between east-west and north-south is obvious. The general feature of the performance of the NRCMS was lower in the southern area than in the northern and higher in the eastern than in the western. It goes to the opposite of fairness. Our province should pay more attention to the fairness and performance of the NRCMS.The article evaluated the performance of the NRCMS scientifically and objectively. The conclusions of great theoretical significance are helpful to relevant departments in decisions-making and performance appraisal. This article analysed the situation and existed problems deeply. The conclusions are beneficial to perfect basic social security, construction of socialist new countryside and sustainable healthy development of NRCMS in Shandong province.
