Research On The Evaluation Of Strategic Emerging Industry Policy System

Strategic emerging industry is an important support of China’s industrialstructure upgrading and transformation of economic development, but also the key toenhance the capability of independent innovation and international competitiveness ofour country. However, whether it is from the development of the industry’s own rulesor China’s emerging industry development experience, the development of emergingindustry, to a great extent, is affected by the policy of the state which can be regardedas a decisive factor in the development of strategic emerging industry. To understandthe policies of strategic emerging industry have what impacts on industrydevelopment, whether it can achieve the desired objectives and whether the policysystem is perfect, all of these require objective evaluations of related policies thro ugha scientific method. Nevertheless, our policy evaluation studies, at the present stage,are mainly for national policy. The regional policies as the research object arerelatively less, while the evaluation of strategic industry policy system is morelacking in the area. Therefore, it’s necessary and imperative to evaluate and researchthe policy system of strategic emerging industry.The paper combed the basic theories of strategic emerging industry and emergingindustry of strategic policy system. It analyzed systematically the characteristics ofthe policy system of strategic emerging industry and elements of the evaluationsystem by studying the system theory, evaluation and so on. This paper started fromthe way of thinking of system theory explored the method of evaluation and researchthat be propitious to the policy system of strategic emerging industry, and combinedthe research methods of system theory to discuss the principle of strategic emergingindustry policy system’s evaluation, and from the way of thinking of soft system toconstruct the evaluation standard of strategic emerging industry. The study alsoevaluated the strategic emerging industry policy system of Hunan Province; itexamined the science and operability of method of strategi c emerging industry policysystem through empirical analysis, and reached some related policy suggestionsthrough evaluation and analysis.
