Research On The Policy System Of Promoting The Development Of Strategic Emerging Industry

Developing strategic emerging industry is the inevitable choice to push forward thereadjustment of the industrial structure, quicken the pace of industrial upgrading, innovatingindustries, changing the development mode and seizing the future economic development ofthe commanding heights. Strategic emerging industry has many characters, such as uncertainty,guidance, high-risk, tans–department and growing. The development can’t depend on thespontaneous behavior of the enterprise and market. The government should providemultifaceted support, and a completely feasible policy system for strategic emergingindustries.This paper according to building the policy system that suitable for current strategicemerging industry development status, clearing mainly architecture of policy system and eachpart of the specific policy means, determining the weights, in order to found the characteristicsof current policy system and the shortage in Policy formulation and execution, providestargeted recommendations for the relevant departments adjust and promote policy.First, the paper summaries the relevant theoretical literature review,starting from thecharacteristics of strategic emerging industries, the definition and classification of industrialpolicy, the theoretical basis for policy, effectiveness debate and policy system buildingmethods, explains that industrial policy has sufficient theoretical basis, and to lay a theoreticalfoundation for construction of policy system.Second, initially determine the content of the policy system. This paper treats theenterprise subjective experience to the policy as a policy system construction orientation, clears system constructing principles. The development of strategic emerging industries hasperiodic phase characteristics.The needs is different in each period. The paper selects fourmain aspects of the diamond model that the government affects industrial development asthe entry point, combines with the practice to promote the development of strategic emergingof domestic and foreign governments, initially identifies policy indicators.Third, building the policy system by data analyze. The paper uses Principal componentanalysis treating survey data collected after questionnaire recycling, excludes the policyslightly impacting on the industrial development. Analysing the development of strategicemerging industries policy factor and the reasons of policy indicators excluded, using entropymethod determine the index weight, improve the policy system. And then, the paper discussesthe influence of main control variables supporting for the conclusion.Finally, the paper puts up the following conclusions and policy recommendations on thebasis of analysis above. Firstly, the currently industrial policies should be preferred to marketcultivation that the enterprises are most concerned. Secondly, the strategic emerging industriesare in growth period, the policy system should mainly focus on the great role of market in thedevelopment of the industry in the provision of policy supporting, playing the great role of thegovernment in stimulating market demanding, and standarding the development of the marketenvironment, extending the industrial development. Meanwhile, giving supports in humanresources, capital, environmental elements to meet the diverse requirements of thedevelopment of strategic emerging industries. Thirdly, the current coverage of emergingindustries of strategic policy system is not enough, supporting to the development of small andmedium-sized enterprises is insufficient. The supporting side of the policy system need to beexpanded in the future, strengthening support the small micro enterprise at the same time.
