Research On Policy Support Mechanism Of Strategic Emerging Industry Development

Accelerating the cultivation and development of strategic emerging industries is an inevitable choice for implementing supply-side structural reform and innovationdriven development strategy.Eight years have passed since the promulgation of the decision of the state council on accelerating the cultivation and development of strategic emerging industries.In the context of economic restructuring and upgrading and increasingly fierce international competition among high-end industries,further promoting the healthy development of strategic emerging industries has become the focus of China's economic innovation-driven development.Exploring research for the development of strategic emerging industry policy support mechanisms,can better grasp the important node of the development of strategic emerging industries and support factors,through policy optimization more limit release policy role to promote the development of strategic emerging industries,to speed up the development of strategic emerging industries,promote realize the goal of transformation and upgrading of economic structure,so as to grasp more initiative in the international competition.Therefore,it is of great theoretical and practical significance to study the policy support mechanism for the development of strategic emerging industries.Based on the relevant theories of economics and the characteristics of China's own and strategic emerging industries,a theoretical analysis framework of policy support mechanism for the development of strategic emerging industries is constructed.By analyzing the development of the existing strategic emerging industries and the policy intervention,the paper summarizes the role of the existing policy support mechanism.Then,this paper finds out the main factors that influence the effect of policy support mechanism by empirical analysis,combines the experience of developed economies,and puts forward Suggestions for policy optimization in view of the current situation of China's strategic emerging industries.First,the market failure theory,comparative advantage theory,evolution theory is summarized on the basis of the function of industrial policy,combined with the characteristics of emerging industries of strategic importance to the development of strategic emerging industries need policy support for the theoretical analysis,and analyzes the industrial policy tools in the process of strategic emerging industry development mechanism,finally build the industrial policy tools and strategic emerging industrial policy,industrial policy functions that meet the needs of emerging industry development policy support mechanisms.The construction of the mechanism has become the theoretical basis and thinking of the research and discussion.Secondly,under the framework of the development policy support mechanism of emerging industrial development,a descriptive analysis is conducted on the implementation of the policy and mechanism of strategic emerging industrial development in our country.From the overall point of view,the comprehensive policy of China's strategic emerging industries and the evolution of seven industrial policies are summarized and the characteristics of the policy presented in the evolution process are analyzed.In the further research,the development of the subdivided industries of strategic emerging industries is analyzed.It is found that the role of the policy support mechanism for the development of emerging industries is limited due to the existence of some constraints.Thirdly,econometric model is used to analyze the effectiveness of current policies.Research shows that our current strategic emerging industry development policy is effective at the macro level,but the overall macro policy effect is very weak,this conclusion is consistent with the third chapter,suggests that China's strategic emerging industry development policy support mechanism has been established,and its role is preliminary already,but there is a large policy perfect space.In further research,the choice of the biological pharmaceutical industry and new energy automobile industry listed companies as study object,microscopic analysis demonstrated once again in the third chapter on the strategic emerging industry segmentation industry analysis,and find the root cause of the blocking mechanism can play a role of industry in the process of policy making industry heterogeneity is a lack of enough attention,the results provide a realistic basis for the optimization of industrial policy.Finally,it summarizes the experience of developed economies in designing policies at the level of demand,supply and environment,so as to provide reference materials and samples for further optimizing the development policies of China's strategic emerging industries,finding obstacles to the policy support mechanism restricting the development of emerging industries,and giving full play to the role of the policy support mechanism for the development of emerging industries.In the theoretical framework and empirical analysis of the obstacles for the development of emerging industry policy support mechanism of restricting factors,and puts forward Suggestions on the optimization ideas and specific optimization of industrial policy,in the hope of through policy adjustment,eliminate the obstacles restricting mechanism of policy support,make our country in the development of strategic emerging industries policy support mechanisms are fully play and
