Cloud computing has transferred self-sufficient IT natural economy into ITcommodity economy and brought tremendous changes to people’s life, productionand business model. It makes all kinds of enterprises, institutions, families andindividual users turn to public systems which can offer Internet-based onlinehardware, software and applications instead of purchasing private software, hardwareand applications. With the support of national policy and the growth of cloudcomputing market, various types of companies providing cloud computing service shave been established and joined in this emerging market. The number of thecompanies providing cloud computing services has been rapidly increasing. As aresult, the tpyes of public cloud computing services are becoming more diverse, butthe competition among public cloud computing service providers tends to be fiercer.The price of public cloud service, as an efficient weapon to guide and optimize users’needs, has become an important competition measure for public cloud serviceproviders to attract users. Therefore, it is of great theoretical and practicalsignificance to analyze public cloud service pricing strategy which could meet theneeds of individual users under the constraints of network bandwidth resources.This paper introduces the Game Theory, Network Externality Theory and MassCustomization Theory, and makes a literature review on the network informationproduct and public cloud service pricing strategies. Based on this theoreticalframework, this paper makes an analysis of the driving forces, strategic safeguardsand critical path of the formation of public cloud services, and put forward to theintegral analytical framework of the formation of public cloud services. Then thispaper introduces the typical features of public cloud services, such as networkexternality, economies of scale, users’ lock-in effect and so on. Based on the internaland external influencing factors public cloud services pricing mechanism is discussedso as to solving the general issues in the pricing process. In order to ensure thefairness of pricing and optimize the allocation of bandwidth resources, this paperproposes a public network bandwidth resource management mechanism. On the otherhand, a dynamic public cloud service pricing model is proposed, and a biddingmechanism between public cloud service providers and users is designed. Finally, thispaper uses the simulation software CloudSim to check the correctness and validity ofproposed public cloud service pricing strategy. Through multiple sets of simulation experiments, this paper concludes thatcompared with the traditional the pay-per-use pricing strategy, the dynamic pricingstrategy has obvious improvement in the aspects of total cost task, completion timeand total throughput. Users can achieve higher quality at a lower price, and publiccloud service providers can guarantee the quality of services as well as gaining profits.And the entire system can achieve optimal allocation of resources. This pricingstrategy is from another point of view to analyze the public cloud services pricingstrategy, and provides a new way of thinking for the formation of public cloud servicepricing system.
