After two world wars and the deepening of decolonization movement, substantially changed the international economic relations, in the new international economy, economic and social development of the developing countries are increasingly being valued by the international community, North-South imbalances a serious impact on development trends in the international economy, the crisis of developing countries marginalization is getting worse. As represented by the GATT/WTO system on the multilateral trading system in addressing development issues of a series of difficult struggle, in particular the Doha round was launched in November2001, taking development as the subject of negotiations for the first time, and highlighted the role of developing countries in the negotiations.As an important place to promote solutions to development issues of developing countries, Doha Round negotiations is a process for the world come to know about development issues. Under the efforts of developing countries, the "special and differential treatment" gradually being affirmed. Especially since the Doha round of negotiations in the form of treaties to establish a series of favorable treatment for developing countries. But as the negotiations progressed, developing countries found that the commitment about interests given by developed countries has not been effectively implemented, nor development issues been solved in respect of developing countries interests. the interests of developing countries be completely ignored by developed countries, which caused the dissatisfaction of developing countries, even for distrust of WTO multilateral trade system produces. How to remedy the long-standing "development deficit", especially the "Doha development agenda" become a truly "development round",WTO still faces a number of challenges and difficulties.At present, although the "Bali package" broke a12-year deadlock in the Doha round, the progress is not great,"Post Bali work" can be carried out smoothly, the interests and demands of developing countries can be given adequate attention, how to avoid relapsing into "the Doha negotiations impasse " is still a problem of common concern to WTO Members. At the same time, as the largest developing country and a rising economic power, China’s role in the Doha round of negotiations was also a major concern, in the context of the current economic globalization, how to choose China’s position in the Doha round and the negotiation strategy is one of the issues discussed in this paper.This paper tries to probe into the development issues in the Doha development agenda faced challenges and relevant solution under the background of economic globalization, based on the theory and practice of developing countries’integration into the multilateral trading system. In this paper, the developing countries faced development issues in the multilateral trading system of Doha round as the research object, and therefore divided into four chapters:Chapter one goes back the development issues under the context of the postwar multilateral trading system, argues the transformation of development issues concerned by developing countries after the of Uruguay Round trade negotiations and analyzes the differences between developed and developing countries in terms of development issues.Chapter two focus on development issues in the Doha Round negotiations. Through analysis of the "Doha development agenda" background, the main stage of the negotiations and discuss the trends of main development issues after the Doha Ministerial Conference.Chapter three analyzes the predicament and outlet of development issues in Doha round. Research the reason of the Doha negotiations faced difficulties in resolving development issues, and to brief the outcome of the Bali Ministerial Conference.Chapter four analyzes China’s Position on the development issues under the context of economic globalization as well as the inspiration to and corresponding strategies of China.
