The development of the private economy in Binhai new area has developed from nothing.The scale is also growing gradually.It has become one of the most important element of the regional ecomony,and occupied a considerable share of the ecomonic structure.The15th National Congress of the Communist Party of China required that the state-owend economy must chang deeply.The state-owned ecomony develops and exists only in the important areas of the national ecomony.But in the general competition field,the private ecomony must be the main force who promotes the compositive of our country.But in reality,the local private ecomony encounters some problem. There are many defects in the effeciency of examination and approval,the policy effect evaluation and the operability of the reform.The solvement of the problem is often inadequate.The reform effect is always poor.In addition,some access policy appears to be difficult to achieve a more positive effect.In another way, the rules are always strict, and also did not fully achieve the goals.
