Ethnic Autonomous Areas Of Yunnan Main Market Access System

Market access system is a general term of prerequisites, rules of orders and specifications that the State and government allow the citizens and legal persons to enter the market and engage in commodity production and business activities. It is also a legal system to establish, audit and confirm the national market qualifications.National autonomous areas are local administrative units which are based on areas of regional ethnic autonomy and have the right to exercise autonomy and self-government status. Under the specific setting rules, those equivalent to the province of the national autonomous areas are called autonomous regions, between the provinces and counties are called autonomous prefecture, equivalent to the counties are autonomous county.The research on market access system has been on for a long time, but little is about national autonomous areas of the market main body access. Yunnan is a province of diverse minorities which include eight autonomous prefectures and29autonomous counties. Statistics during2006to2010show that in the past five years, among eight national autonomous prefectures of Yunnan, the market main body (individual and private) in total amount has been increasing, but compared with other regions in the province, the proportion of the market main body (individual and private) in the eight prefectures in the whole province has fallen. The thesis focuses on the main body of the domestic and international market access system, lists the European Union, the United State and Mexico’s market access system and its characteristics, and analyses the development course, existing problems and reasons of our country. Combined with the real situation of economic development in Yunnan province, the paper will analyze the main reasons of causing the eight national autonomous prefectures falling behind in economy, and put forward eight specific measures to reform and improve the market main body access system of the eight autonomous areas in Yunnan province. They are:1) improve the market main body admittance system;2) make scientific market access program;3) relax restrictions on market main body registration;4) expand the market main body registration areas;5) cancel the limitation on the business scope;6) conduct the system of registration officer;7) establish registration invalid system; and8) improve the combined examination and approval system. We hope that the eight autonomous prefectures can employ the full exercise of autonomy to reform and improve the market access system, and promote the all round and rapid development in economy under the national law.
