China is composed of56ethnic groups, unified and harmoniousethnic relationship concerns national unity, stability and development. Due to geographical conditions, social and historical reasons, the development level in ethnic minority areas is lower than the national average. The Chinese central governmentpays high attention to minority developments, requiring provinces and municipalities carrying out support corresponding assistance to accelerate ethnic groups and ethnic regions development. In1998, Fujian provincial party committee and provincial government promulgated a number of policies and measures to speed up the ethnic areas economic and social development in Fujian province. It takes more than ten yearslinked to assist with the characteristic of Fujian ethnic townships activities conducted.
