Arrears Risk Controlling System Construction Of TJMC

With the rapid development of the telecommunications industry, telecom operator’s service and product are more and more, and intelligent network services have been gradually replaced by more flexible BOSS. BOSS is a specialized label which is named by China Mobile and several consulting firms for the traditional billing system. It is the first name and standard for the telecommunications billing system all over the world. The system is deducted from the telecommunications billing system, and its function consists of user data management, billing, accounting, charging and so on. It is responsible for registering user information, starting and stopping services to users, real-time calculating the amount of consumption according to different standard tariff packages for mobile phone and fixed phone users, quasi-real-time or periodical calculation of user billing, and real-time or periodical settlement of the user roaming charges. And later it added the user credit controlling which is used for real-time calculating the cash balance of pre-paid users and immediately stopping the implementation of arrears users. With the continuous development of the telecommunications business, BOSS is also gradually improve and enhance the function, gradually including resource management system, customer service systems, as well as banks and other external interfaces, and continuously improve the quality of service. China Mobile’s BOSS system after years of development, already has a quasi-real-time CDR-based billing capabilities, but the CDR-based billing there must be some risk of arrears, arrears of risk control has become a serious problem for telecom operators. Using the integration billing capability, credit control capability of the BOSS system and arrears risk analysis capability of the Business Intelligence System, high-risk customers and business are controlled, and the risk of pre-paid service arrears in the BOSS system is effectively reduced.This paper has achieved several functions of risk controlling, including identifying high risk arrears, controlling different users/businesses, enhancing system stability, establishing KPI indicators for the running of the system, improving the maneuverability of the system; enhancing the accuracy of the system, laying the foundation for inputting billing results into accounting modules, adding logging to satisfying auditing.
