As the degree of opening up the telecommunications market and market deregulation increasing, the telecommunications business rapidly develop, the main competition pattern continuously change and the competition among operators become increasingly fierce.With the virtual operator license issuance, more and more virtual operators joining, the entire telecommunications market turn from the previous “Three Wars” into “separatist warlords”.Virtual operators using its technical capability or the market ability, through leasing and using traditional network carriers, abandoning the process of constructing extremely complex network infrastructure, these greatly reduce the cost of construction and operation. These new services more dependent on a good BOSS system, how to create a perfect BOSS system, for major operators, not only in the present, in the long run is very important work. The BOSS system of early designing and building cannot respond well to these changes, and disadvantage in the competition of market is more obvious, which restricts the enterprise's further development and service promotion, so the telecom operators have to transform BOSS system. The ultimate goal of rebuilding BOSS system is to achieve "three characteristics, two ability, a comprehensives " : "three features" is an important feature of providing service of "personalization, socialization, informatization"; "two capabilities" that is "to meet the future business development need", "the ability to meet the real-time processing"; "a comprehensive" is to provide a comprehensive business processing platform.Project management in China starts relatively late, and the domestic telecommunications enterprises keep the management style of the state-owned enterprises for a long time, in recent10 years began to gradually introduce project management, in project schedule management is relatively backward. As a result of the project management practice of late, and the lack of experience, and the difficulty of change for formatting enterprise management as the eldest son of the People's Republic of China, result in difficult to have play the desired effect of project management, project management as "in Huaibei orange” with a serious" acclimatized ",especially in terms of time schedule management, so project schedule often appear serious deviation.In this paper, By studying W company BOSS system upgrade project, the using of critical path, earned value analysis and other project management tools, closely integrate with the upgrade process rectification project W company BOSS system, and expand the application of research, analysis and explore ways of management and operation of enterprise systems development and operators to upgrade the rectification program. By summarizing the successful experience of the BOSS system upgrade project of W company and analyzing the deficiencies of this paper, and also providing a reference to transform system of the project management for our virtual operators.
