China has been an agricultural country since ancient times. The sixth nationalcensus shows that china has a population of1,339,720,000.Among which the rural populationis674,140,000, accounting for50.32%. Therefore, the priority of development in China is tosolve the problem of agriculture. The top priority of solving the problem of agriculture isdeveloping modern agriculture and carrying out the sustainable development of agriculture.And the top priority of developing modern agriculture is to solve the problem oftalent.. Themain problem of talent consists of two aspects: cannot transfer and getting away.Cannot transfer means that a large number of low quality of labor force are restricted tocontinue to engage in traditional agriculture, but in general, their qualities are not high enoughto well engaged in planting, which cause that the rural labor force quality is generally nothigh. So it is difficult to realize agricultural modernization, making it difficult to improve theliving standard of farmers."Getting away" means some rural labors of relatively high levelof knowledge shift to non-agricultural industries, as well as college graduates who are fromcountryside not willing to be rooted in countryside, resulting in high-quality labor force inrural areas not engaging in farming.The researches on the development of modern agriculture mostly focus on the transfer ofrural labor force. Although this can increase the income of farmers to some extent, it isn’tthe best solution for the development of modern agriculture. For along time, this can not onlyincrease the rural hollowing, but also affect the social stability. This paper analyzes thedefinition of modern agriculture and the relationship between modern agriculture and thetraining of high quality agricultural personnel. Then it probes in the issues of “cannottransfer” and “getting away”in modern agriculture. To increase the training of high qualityagricultural personnel can not only increase theincome of farmers, but alsopromote the development of modern agriculture. It is important to study this formationmechanism and function mechanism. Therefore, this paper selects the lack of high qualityagricultural personnel and the labor force that cannot be free from traditional agriculture to bethe research objects. It combines the method of theoretical analysis withempirical investigation to analyze the two issues ofcannot transfer and getting away. And thisformation mechanism and function mechanism. In the end, we can come to the conclusion: itis hard to develop modernagriculture only relying on existing labor force. It is essential to relyon qualified scientists and technicians of agriculture to develop modern agriculture. In addition, this paper put forward the corresponding countermeasures and suggestions based onthe analysis of the issues.In this paper, the subject is how to attract a part of high quality personnel to be rooted incountryside. Firstly, the paper introduces the status of the development of modernagriculture and the urgent demands of talents in countryside. Then,it analyze the relationshipbetween modern agriculture and the training of high quality agricultural personnel to explorethe issue of cannot transfer and getting away. It studies the focal point ofhigh-quality personnel training through the empirical analysis of rural labor force on thedevelopment of modern agriculture. Secondly, it focus on exploring what kind of talents, thedevelopment of modern agriculture needs and how tocultivate a batchof high-quality workforce who are technological, experienced and full of management skills.Thirdly, it introduces the training of foreign agricultural talents and combines these methodswith the actual situation in Shandong province. Finally, the paper put forward thecorresponding some measures and suggestions to solve the issues of cannot transfer andgetting away.
