Research On The Compensation Mechanism Of Basic Farmland Protection For Farmers

Currently, a large number of farmland was occupied in the process of modernization and urbanization. The protection of arable land and basic farmland is in severe situation. Driven by economic interests, local government’s enthusiasm about the protection of basic farmland is decreasing; as the direct protector, farmers are challenged by such new situation as comparative advantage and scale operation. It is necessary to implement the protection compensation policy of basic farmland for farmers on the purpose of improve their enthusiasm, to comply with the "industry nurturing agriculture and cities supporting rural" requirement.The basic farmland protection in China is facing with the dilemma such as unscientific planning, lacking requisition-compensation balance, imperfect quality classification and late protection monitor. The effect of basic farmland protection is not satisfactory. By setting up the protection compensation of basic farmland for farmers to compensate their contribution and interest damage, the farmers’ protection enthusiasm can be improved and the protection of basic farmland can work better. At present, a few cities in our country are executing pilot project on the protection compensation of basic farmland. But some problems exist in the aspects of compensation purpose, standard and mode. Aiming at this situation, this paper proposes to establish compensation mechanism of basic farmland protection for farmers, including study on basic farmland external value measurements, determination of the compensation standard and mode, to make the compensation mechanism more scientific in theory and more feasible in practice.Taking Wujiang District in Suzhou as an example and aiming at its general information on basic farmland protection, this paper uses the compensation calculation model to measure the basic farmland external value and then to determine the compensation standard and mode. Next, this paper analyzes the compensation standard and compensation sum to verify its scientificity and feasibility. Finally, this paper proposes safeguard measures for the protection compensation mechanism from the capital, technology level and advices on the application of research results.
