The Study On Electronic Trading Price Formation And Control System Of Government Procurement

With the booming development of information technology, the electronicgovernment procurement work in our country is also gradually improved.The electronictrading platform of government procurement provides a quick and convenient onlinetrading channel for purchasers and suppliers. E-government procurement informationreleased on the Internet, suppliers offer bids through the network under the agreementprice, electronic trading realized in the form of lowest bid, which enhances theprocurement transparency, reduces the purchasing cost, shortens the procurement cycleand improves the efficiency of the procurement. With the continuous expansion ofgovernment purchasing electronic trading, prices at the core of the key role to highlight,negotiated rate directly affects the completion of the transaction and the quality ofgovernment procurement. However, the electronic trading platform of governmentprocurement is still in the stage of exploration, formation and control of the price isrelatively weak, which needs to consolidate to be perfect. Therefore, constructingscientific pricing mechanism is the main problem of e-government procurement facingin the application process of promoting. At the same time, in response to theconstruction of national government procurement management system, related researchin terms of price has forward-looking significance.Based on the accounting, finance, computer and other disciplines theoryknowledge, the paper mainly research quantifiable and verifiable commodity prices,which having a fair market value in the government procurement electronic tradingplatforms, with the formation process of the government purchasing electronic tradingprices as the master line. This paper describes government purchasing electronic tradingsubject, object, and the influence factors of the price in detail and puts forward the goals,principles, framework and scheme of price formation and control in the base of thecurrent situation and existing problems.According to the particularity of government purchasing electronic trading andrelated factors that affect the price forming, in this paper, the system checks and controls the manufacturers bidding with various prices on the basis of the manufacturersoffer, and carries on the comprehensive analysis of price data to ensure the scientificnature and rationality of the price. The paper designs the model of e-price formation andcontrol, from data collection, price formation and formation control three dimensions.The model puts forward a basic method, mainly considering the important role of sales,transportation, installation, service and the classification of the CPI in the process ofprice forming. The main thought of the price formation is that obtaining the commodityprice data of multiple cities form physical stores, e-commerce sites and offer website inChongqing for coordinates. First of all, calculate the local price of various cities usingthe weighting method of analytic hierarchy process and related calculation method ofprice index. Then adjust the price for the Chongqing according to the classification ofthe CPI. Finally compare with Chongqing local vendor quotation with the adjusted priceto determine the commodity agreement price, based on the laptop price formation andcontrol as an example to elaborate.Finally, this paper uses Power Builder9.0development platform to complete thedesign and development of e-price formation and control system of governmentprocurement, which can realize the management of agreement commodity priceformation and control. The system enrich the process of checking the priceindependently and controls the process of price formation better.
