Research On Problems And Countermeasures Of Electronic Trading Platform For Government Procurement Of Z City

With the rapid and sustainable development of information technology,the disadvantages of traditional government procurement are becoming more and more obvious.Government procurement has become the key link of government work.Therefore,promoting the construction of electronic government procurement can not only promote the reform of government procurement system,but also help the construction of e-government and digital government.Although Z City has begun to implement the electronic construction of government procurement,there are still many problems in the actual implementation process.Hence,this paper tries to select the Z city government purchasing electronic trading platform for systematic study,to explore the problems and the causes of current Z city government purchasing electronic trading platform in the process of construction and operation,which aims to provide theoretical basis and practical reference for the construction of Z municipal government procurement electronic trading platform.In the research process of this paper,this paper mainly adopts the methods of literature research,investigation and case study.In the research process of this paper,firstly,by collecting the current literature on government procurement,electronic government procurement and electronic government procurement trading platform,we can clearly distinguish the differences between government procurement,electronic government procurement and electronic government procurement trading platform,and focus on the practical construction experience and theoretical basis both at home and abroad on government procurement as well as government procurement electronic construction,so as to find the theoretical basis and practical guidance to support the construction and development of electronic trading platform.Secondly,by using investigation method and case analysis,this paper first analyzes the operation status of Z municipal government procurement electronic trading platform from government purchasers,procurement suppliers and government procurement managers.Meanwhile,the paper is to understand the measures of Z municipal government procurement electronic construction,which will contribute to find out the problems in the operation of Z municipal government procurement electronic trading platform from the perspective of practice.Then,this thesis analyzes and explores the reasons behind the problems from the operation and development mode of the electronic trading platform of government procurement in Z City,and finds the sticking points.Finally,referring to the research status and practice of government procurement electronic trading platform at home and abroad,combined with the current situation of Z municipal government procurement electronic trading platform,this paper puts forward countermeasures conducive to the construction of Z municipal government procurement electronic trading platform from the aspects of system construction,platform development,technical support and personnel training.Through the research,it is found that although Z municipal government procurement electronic trading platform has been put into operation,its development is still immature and there are still many problems to be solved.However,there is no single cause for these problems,which involve the government procurement work of each link,related to the government procurement work of each interest subject.Therefore,finding out the cause behind the problem and solving the problem will be an important link to promote the construction of government procurement electronic trading platform.This paper mainly combs the theoretical basis of the construction of electronic government procurement at home and abroad,combining with the practice of the construction of electronic government procurement trading platforms at home and abroad.In addition to enriching the theoretical research foundation of government procurement electronic trading platform in China,it provides a strong guarantee for promoting the construction of government procurement electronic trading platform in Z City.
