Research On The Whole Process Financial Management Of Power Capital Construction

With the development of the economy, financial management of capital construction as the core of the basic construction project is taking a growing role in the management of construction projects. It is important to how to improve the ability of the financial management of capital construction and how to reduce the capital cost.In fact, financial management of capital construction is still a weak link in the management of basic construction project, which already became the shackles in some kind of degree which the enterprise developed. Therefore, the power enterprises should pay attention to the financial management of capital construction. The effective use of construction funds, control and reduce construction project cost, improving investment benefit, are important topics in electric power enterprise financial management of basic construction.This paper first collected comment on the related literature at home and abroad, discussed the basic contents and methods of the whole process of financial management,and the cost control of construction project, analyzed the problem of financial management in construction project, mainly from the aspects of construction project cost control are discussed. This paper divided the whole process of financial management into planning and feasibility study stage, preliminary design stage, bidding stage, implementation stage, acceptance stage, completion settlement stage, final account stage and the financial post evaluation stage. And the cost control points are analyzed in every stages, focus on the introduction of improved earned value method in this paper, realized the integrated management of time, cost and quality, and the method is analyzed and calculated the actual case, the practice shows that the method is effective in cost control. Finally, this paper put forward the improvement measures and some ideas for the future. In this paper, the problem of financial management of construction projects, which has some innovation in the following aspects:the project is divided into phases, the main contents of each stage of the financial management and cost control point are made clear; Introduced improved earned value method and carried on the case analysis; put forward to realize the work methods and measures of whole process of financial management and total life cycle cost, put forward the improvement measures and some ideas for the future.
