In this paper, through the research and theoretical analysis of the earned value management application, it puts forward the weaknesses and limitations of earned value management, and to improve them. This improves the phenomenon which only focus on the project as a whole when use earned value to manage the project, and turns to taking into account the internal logic relations of the work and the status of implementation of internal work; The same time, through the research in the determination of the project cost of quality, it puts forward the ideas about the determination of the project cost of quality, and resolves the promble that the project cost of quality is difficult to quantitative.Ultimately , it realizes that the earned value manages the three objectives of cost, schedule and quality by the integrated management; At last through the analysis and control of deviations of earned value management process, and the use of GM (1,1)——Maldives Cerf prediction model to predict implementation of future of the project, to know the implementation of the project, so that it can take timely measures to control the problems that may be arise, and ultimately realizing a successful engineering project management, and achieving project management goals.
