A Study On Influencing Factors Of Farmer’s Payment Grade Under The Insurance Of Urban And Rural Residents

With the development of Chinese economy, the speeding up of urbanization andindustrialization, the growing aging population, rural social endowment has become thefocus of people attention. Henan province formulated “the pilot guidance about theimplementation of social endowment insurance of urban and rural residents in henanprovince”, according to “the pilot guidance of the state council about to develop a newtype of rural social endowment insurance " and” the pilot guidance of the state councilabout to carry out the social endowment insurance of urban residents ", referred to as"the insurance of urban and rural residents”.The objects of the insurance system ofurban and rural residents include rural residents (hereinafter referred to as farmers) andurban residents and this paper only studies the related issues concernin farmersparticipating in the insurance of urban and rural residents.The enthusiasm of farmers to participate in the insurance of urban and ruralresidents is high but the problem of famers paying cost low grade is more prominent.The survey report on the current status of famers to participate in the insurance of urbanand rural residents of HuaiYangXian in henan province shows that97.5%of farmershave been in the insurance of urban and rural residents and the famers who have alreadypaied choose100yuan of payment level as high as90.87%.The payment level of famersis directly related to the effectiveness and sustainability of the rural social endowmentinsurance, also related to the social endowment insurance level of famers. Researchingthe problems that farmers take part in the insurance of urban and rural residents and paycost level has a positive role on improvement the cost level of farmers and theperfection of the rural social endowment security system.This paper starts from the present situation of farmers participating in the insurancesystem of urban and rural residents in HuaiYangXian of henan province,preliminarilyanalyzes the influencing factors of farmers taking part in the insurance of urban andrural residents actively but paying low cost level, at the same time,analyses the Farmer’schoices about paying cost with perceptual choice theory, rational choice theory andgame theory, on the basis of those makes the empirical research of the influencingfactors of farmers’ willingness to pay cost level,finally, summarizes the full text researchcontents and puts forward the policy Suggestions on improving level of farmers payingcost.Researche date primarily come from field survey of HuaiYangXian in henanprovince,distributing a total of300survey questionnaires, the effective recovery of285, targeting a selection of26villagers and four village cadres for in-depth interviewsaccording to the investigation.Research methods principally include questionnaire,interview,descriptive research and theoretical analysis and empirical study, etc.Research results mainly include the following three aspects:(1) the main factorsof farmers paying cost low grade: expend subsidies for lack of flexibility and low levelof pension benefits and difference; The government do not take payment level offarmers seriously and the influences of the government’s bad behavior; short-sightedand conformity of farmers and low of their income level; growing expense of childrentending and high cost of children marriage.(2) the theoretical analysis of farmerschoosing payment grade:the choices of farmers payment grade are influenced by acertain emotional factors, but generally the choices of farmers payment grade haveobvious characteristics of rational choices, at the same time, the choices of farmerspayment grade are the gaming result of the government and farmers.(3) the empiricalresearch of the influencing factors of the farmers’ willingness to pay cost level: researchindicates that marital status, basic pension level,the number of old people in the homehave little impact on farmers’ willingness to pay cost level; Gender, understanding andtrust of policy and area of family farming land have a certain influence on farmers’willingness to pay cost class; Age, cultural level, son number of family, total familyincome, the way of pay cost subsidy, expected the pension level, and the trust of villagecadres have a significant influence on farmers’ willingness to the grade of paymengt. Atlast the author puts forward some Suggestions on how to improve the grade of farmerspay cost.
