China’s economy has been in a phase of accelerated urbanization since reform andopening, so the development of urban public utilities which is the base of urbanizationis critical. In2001, China officially joined the WTO, as a WTO member, China dohave the obligation and responsibility to comply with WTO rules and the liberalizationcommitments made during accession to the WTO. In the opening up process of ourindustry, the protection and barriers of relatively closed urban public utilities will begradually reduced, and competition within this industry will keep strengthening.Government has promulgated regulations and policies to guide the of urban publicutilities. Although significant progress achieved by the open practice, but manyproblems show up as well. So how to draw up appropriate policies and regulationswhich apply to the WTO rules to guide the urban public utilities well really becomes aproblem for China’s government to solve.Based on the above thinking, this paper analyses the situation and existingproblems of China’s, and put forward policies which based on WTO rules that wouldpromoting the of urban public utilities properly. The main content of this paper dividesinto five chapters:The first chapter is an introductory which not only explains the backgrounds, thepurpose and the main content. But also sum up the possible innovations andshortcomings.The second chapter reviews the existed researches that are related to urban publicutilities and government regulation in order to find breakthroughsThe third chapter analyzes the open status and problems of China’s urban publicutilities, and sums up the problems showed in the process of urban public utilities.The fourth chapter is an empirical analysis of the efficiency of China’s urbanpublic utilities within year2001to2011. This chapter not only analyses the efficiencyof different ownership enterprises, but also analyses the effectiveness of differentfunding sources to industry’s total output.The fifth chapter put forward policies which based on WTO rules that wouldpromoting the urban public utilities properly. In order to guide the reasonably, China’sgovernment should adjust policies to accommodate WTO rules, improve regulatorysystem of urban public utilities, strengthen responsibilities of governing, and make sure that all kinds of investors are fairly treated in urban public utilities.The possible innovations of this paper may include:1. This paper sets the WTO rules as a particular perspective. Most of the existedresearches rarely consider the background of China’s accession to WTO.2. This paper uses method of empirical analyze in order to research the efficiencyof urban public utilities within2001to2011. Most of the existed researches rarely useempirical methods to study the effectiveness of China’s urban public utilities.3. This article conceived and demonstrated policies based on WTO rules topromote liberalization of China’s urban public utilities. Most of the existed researchesare not taken impact of WTO rules into account.
