Research On The Effectiveness Of Government Supervision Of Marketization Urban Public Utility

Municipal utility industry, the carrier of economic and social development in urban area, concerns the living quality of people and the sustainable development of urban economy and society. As one of the most important operating modes of public utility, marketization of public utility aims at avoiding the long-existed disadvantages of government-run utilities and ensuring their sound development by bringing business entities of the market into full play and changing the role of government bodies.However, dislocation of local government damages the public interest instead of achieving its expected goal in the marketization of public utility because of their failing to perform respective obligations and undertake corresponding responsibility. Based on the problems that contamination accident of Lanzhou’s water supply reflects, this paper proposes some feasible solutions through the analysis of the role conflict that the government encounters during the marketization of public utility and the discussion of corresponding issues. Specific writing content is as follows:The first chapter is the introduction of the accident. The author mainly states the accident and the problems it reveals in this part.In the second chapter, the author analyzes the existing problems of the government and enterprises in the market-oriented public utilities after the accident, especially analyzes the role conflict they are faced with, covering many issues such as the government’s recognition of its role, its poor supervision system as well as the aim that the government should reach.In the third chapter, the author attempts to propose viable legal measures on enhancing the supervision of government according to the problems discussed above.
