Research On The Retirement Pension Insurance Of Land-lose Peasant In Heilongjiang Province

With the deepening of the reform and opening in China，all over the country,including Heilongjiang province urbanization enhances unceasingly. The expansion ofurban area and the improvement of urbanization rate in bring provides favorableconditions for the economic development of our country at the same time also causeda large number of farmers lost their land. Farming land is one of the most importantwealth of farmer and is the farmer’s main way of life. Most of the land-lost farmersrestricted by traditional minds and their own skills, hardly find job in urban andland-lost farmers also engaged in a poor working conditions and their income is notstable. Those land-lose peasant make a great contribution to our development, but wecan not make them lose anymore in this area.Heilongjiang as the biggest farming province, the problem of land-lose farmers ismore obviously. Although Heilongjiang province issued "Interim measures forland-lost farmers resettlement" and by the end of2013the new agricultural insurancealso realized in the whole province. However, for how to resettlement land-losepeasant has not involved especially in capital sourcing and the management of thefund. So solving the problem of the famers is more urgency.Standard by combining qualitative analysis with quantitative analysis method,the first chapter introduces related concepts and theoretical basis, the second chapteranalyzes the present situation and problems of the old-age security of Heilongjiangprovince, the third chapter using the SPSS statistical analysis for the land-lostfarmers’ old-age security fund supply and demand projections of Heilongjiangprovince. The fourth chapter calculate the government compensate the gap of pensionconditions, government payment ratio, finally comes to the conclusion andsuggestion.
