Since the reform and opening up, Chinese economy is growing. The increasingly rapid advance of industrialization, but the ensuing economic problems also really worrying. Economic growth and environmental quality seems to be a contradiction, both influence each other, but the inherent mechanism of action is not obvious. To solve this problem, the first is to discover the laws of their interaction. Over the years, many scholars made various studies on this issue, different scholars have different methods and findings of the study, but it is the most representative Kuznets proposed by the EKC "inverted U-shaped" curve hypothesis. Currently, research in this area in Northeast China is not much more research is for cross developed areas. But as the old industrial bases in Northeast China, resource consumption, pollutant emissions are more to discover in the region to study the internal mechanisms of its economic growth and environmental quality, and then to develop the right solution is more significant. This article will be applied to the Environmental Kuznets Curve theory Northeast, validated with1993to2012the northeastern region of the environment and economic indicators of the theory, trying to find variation of the region’s economy and environment. Concluded as follows:1. Select the six aspects of environmental indicators of absolute and relative amounts (12indexes) and economic indicators (per capita GDP) regression analysis, the resulting curve "U-type","N-type","inverted N-type" and rather than environmental Kuznets’inverted "U-shaped" curve, which means that the hypothesis of the existence of certain limitations. Not available in all regions, all time use, but also a concrete analysis of specific issues.2. The relative emissions of industrial "three wastes" absolute emissions and industrial emissions (emission intensity) and other environmental indicators presented along with economic growth and the deterioration of the situation, along with other environmental indicators showing a good trend.3. To environmental pollutants absolute emissions and emissions associated with fitting results relative comparative analysis of economic indicators, found a negative impact on absolute emissions negative impact of economic growth on pollutant emissions intensity less than.4. Through the study of the Northeast environmental and economic relations analysis, prenatal and postnatal care, improve population quality, enhance the sustainability of arable land utilization, optimize the industrial structure, promoting economic restructuring and development, accelerating technological innovation, promote low-carbon production, improve environmental investment structure, increase efficiency, environmental protection investment policy recommendations to promote sustained and healthy economic development of the northeastern region.
