Based on two reasons, China’s commercial real estate developed rapidly in recentyears. On the one hand, the residential real estate developed slowly, real estatedevelopers gradually shifted their focus to the commercial real estate; on the other hand,the improvement of the people’s economic conditions increased the demand formaterials and promoted the rapid development of commercial real estate. However, thelevel of commercial real estate performance management doesn’t match its speed ofdevelopment. Compared with the developed countries, it remains backward in this field.In the study of the theory of the commercial real estate, scholars at home and abroadfocused on the operations of the commercial real estate development and operationphase of the study and evaluation when the project completed, with the lack of researchon the implementation phase of the performance level of commercial real estateprojects.The project implementation phase mainly includes three stages: the choice of theconstruction unit, the construction process control, the service quality control afterdelivery, this thesis mainly research on the first two phases. In the implementationprocess of the project, the construction unit is the subject of project construction, theoverall level of construction units have a significant impact on the performance of thefinal outcome of the project, the construction unit of choice is the basis for theimplementation phase of the performance evaluation. Choosing the construction unitsbased on the DEA-FCE evaluation method, from the first step of the projectimplementation phase to evaluate the performance of the commercial real estate projectimplementation stage.Standing on the developer point of view, comprehensive performance evaluation ofthe implementation phase of the commercial real estate projects was implemented. Inthe selection of the construction unit,"5E" principle is the guiding principle and theevaluation model is established based on DEA-FCE. In the project construction processcontrol, in view of the optimal construction units, construction units’ choice stage on theperformance evaluation of phased project construction process. Adjust the phase of construction management based on the analysis and evaluation results, so as to achievethe overall performance of the optimal construction project. Finally, a large-scalecommercial real estate project as an example, makes an empirical analysis on itsimplementation stage performance, and puts forward proposals to improve performance.
