In the past thirty years, China’s urbanization developed rapidly. However, there are so many problems in the traditional model of urbanization development that the model can not be used to deal with challenges in the new historical period, Therefore, we must take a new path of China’s urbanization development, and use fiscal policy to support new-type urbanization. In the above context, this dissertation clearly discussed the basic concepts of urbanization, China’s urbanization development process, as well as a series of questions which belong to traditional development model of urbanization. In the point of fiscal policy, This dissertation analyzes the relationship between new-type urbanization and fiscal policy, and challenges in the face of new-type urbanization. Learning from the theoretical framework and practical experience of developed countries in the urbanization, we make comparative analysis, and put forward proposals for reform adjustment on intergovernmental fiscal relations, investment and financing channels and fiscal policies.This dissertation is divided into a total of six chapters, which begins with a brief introduction to the issue’ background, significance, research methods and data sources. The second chapter discusses the basic concepts of urbanization, the development process of China’s urbanization and problems of traditional urbanization models, including semi-urbanization, land urbanization, urban-rural dual structure, unreasonable size and structure of urban, unbalanced regional development and so on. The third chapter describes the concept of new-type urbanization, as well as its content. The fourth chapter discusses the relationship between new-type urbanization and fiscal policy. It is fiscal policy that can contribute to the new-type urbanization, and new urbanization will also affect the income and expenditure of finance. And this chapter presents challenges in the face of new-type urbanization, including uncoordinated inter-governmental fiscal relations, tremendous financial pressure, and the behavior of local officials. The fifth chapter discusses the experience of the United Kingdom, Germany and Japan to promote the urbanization development through fiscal policy. Chapter VI proposed fiscal policies to promote the development of new-type urbanization, including rationalizing intergovernmental fiscal relations, expanding investment and financing channels, identifying the focus of fiscal policy in order to enhance inclusiveness, efficiency and sustainability of new-type urbanization.Through this dissertation, we hope to be able to find theoretical basis and the path of practice for fiscal policy to support new-type urbanization development, in order to facilitate new-type urbanization through a new fiscal policy in the future.
