The Fairness Research Of Housing Accumulation Fund System

In three decades of reform and opening up, the gap between the rich and the poorin our country grows increasingly with the rapid development of economy. The socialfairness, especially in housing accumulation fund, is received great attention from thesocial public. The initial idea for housing accumulation fund system is to solvehousing problem of the public, especially the families with low and middle income,by policy fund release for mutual aid, and realize the social fairness and stability.However, current data shows that housing accumulation system even enlarges theincome gap between levels of society in some aspects, instead of playing theguarantee function for many reasons.From the view of fairness theory, this work makes empirical analysis for theoperation situation of housing accumulation fund system based on the conclusion andsummarization of advanced practice and theoretical experience at home and abroad.On one hand, this work shows the positive role played by housing accumulation fundsystem in accelerating reform of the urban housing system, improving housingconditions of urban residents, reforming housing consumption structure, etc. On theother hand, it also defines the deficiencies of this system by analyzing the unfairconditions in the system. It is proposed to put forward the measures to improve thehousing accumulation system with subject of fairness and realize the fairnessnationwide by borrowing the successful practical experience of foreign housingpolicy and combining the actual situation in urban and rural area in our country.
