Problems And Solutions Of Implementation Of The New Rural Social Endowment Insurance System In Henan Province

Yongcheng,one of the third pilots of "new rural insurance" in Henan province, located in the department of Henan, Shandong, Jiangsu and Anhui provinces, under the jurisdiction of29villages and towns, since being approved as the " new rural insurance "pilot, the city’s townships carried out a comprehensive " new rural insurance " business. Therefore, in order to further improve the " the new rural insurance " system in Henan province, and to promote sustainable development and its successful implementation, this paper argues, it need further reform of "the new rural insurance" system on the basis of the existing effectiveness of Henan Province, To comply with farmers fundamental interests, improve the social security system, improve relevant laws and regulations, strengthen communication and coordination among various departments,optimize the design of the system, strengthen the system implementation,strengthen business regulatory agencies, efforts to improve the effectiveness of policy implementation. Specific measures include strengthening government campaigns to raise the villagers awareness establish a reasonable system convergence mechanism to promote effective implementation of policies; establish incentives mechanism to improve enrollment rates; taking advantages of social insurance, mobilizing the enthusiasm to improve the level of protection, improving pension replacement rate;control supervision of run the "new rural insurance " fund to promote its effective preservation and appreciation; make optimization services and support mechanisms to improve the efficiency of system operation and so on.
