The Research Of Government Behavior In Developing Labor Economy

In recent years, China has always prioritized efforts to improve ruralinfrastructure and social undertakings, and the issues of agriculture, farmer and ruralarea have been regarded as "the most important of all the important works for theParty". Therefore, increasing farmers’ incomes, the central task of the issues ofagriculture, farmer and rural area, has become the solid foundation of rural reform,development and stability. For one thing, past decades witnessed that transferringsurplus labors, one of the key factors to increasing farmers’ incomes, is actually themost effective way to improve farmers’ livelihood. For another, when tackling thisissue, we need to take the overall economic and social development intoconsideration. Hence, promoting labor economy is of great significance for injectingnew energy into urban development through surplus labor transfer and for advancingthe urban-rural integration through optimizing the economic structure of urban andrural areas. Therefore, this thesis chooses the government behavior in developinglabor economy as the research topic, intends to explore the connections between laboreconomy and government functions, and tries to provide theory explanations andinstructions for government behavior as well as new insights for surplus labortransfer.This thesis, with the human capital theory, andgovernment functions theory asthe theoretical framework, combining the approaches of literature review,comparative analysis and positive analysis, conducts a systematic and all-roundresearch on government behavior in developing labor economy. The thesis iscomposed by4parts: The first part introduces the theoretical framework and clearlydefines the concepts of government behavior, labor economy and so on. The secondpart first depicts the current situation of labor economy in China based on big data,and then conducts positive analysis of the successful example of labor economy inXihua county, Henan province to explore the necessity and obstacles to developinglabor economy. The third part is analysis the government behavior in developinglabor economy. The fourth part, from the perspective of public management theory and other related theories, proposes several suggestions to improve governmentbehavior in labor economy in following aspects, promoting system reform andinnovation, improving policy system, safeguarding the rights and interests of transferlabor, left-behind elderly and children and so on.
