Liaoning State-owned Iron And Steel Enterprises To Going Out Strategy

Chinese enterprises "going out" strategy, is the Party Central Committee and theState Council made a major decision based on the scientific analysis of the domesticand international political and economic situation, economic globalization is aninevitable trend to accelerate the development of. Iron and steel industry as a pillarindustry of our national economy, is the basic relationship beneficial to the people’slivelihood industries, plays an irreplaceable role in the process of modernization ofChina’s industry. With the globalization of the world economy, each country of ironand steel enterprises to internationalization of iron and steel industry competition, takethe market globalization, developing strategy. In recent years, our country some of thestrength of iron and steel enterprises have also respond to the call of the country, andaccording to the enterprise’s own actual development, actively promote the "goingout" strategy, the development of foreign direct investment, hope to the end of thesteel industry in the international competition and merger tide, to achieve economiesof scale, occupy a space for one person.Liaoning Province as a national key steel production base, should activelyaccelerate the implementation of "going out" strategy of pace. In this paper, China’simplementation of "going out" strategy as the guiding ideology, in theory, the use offoreign direct investment and other related theories to support an initial summary ofthe typical domestic iron and steel enterprises "going out" experience, analysis of thestate-owned steel enterprises in Liaoning (in Anshan Iron and Steel Group, forexample) to "go" status quo and existing problems, drawing on successful experiences,based on the proposed state-owned steel enterprises in Liaoning Province "going out"strategy, approaches and policy recommendations.
