Research On The Driving Factors About Energy Efficiency Evalation Of High Energy-consuming Enterprises

From the beginning of the industrial society,the effects of Petroleum and coal on the economic development become more and more important.The relationship between energy supply and energy goes from bad to worse.China is the world’s second largest economic entity, and the energy consumption is a multiple of America and Japan, but the energy utilization is less than a third of them. Faced with this situation, Chinese government had to get tough with its traditional economic mode.In the The11th5-Year Plan,Improve energy efficiency is becoming an explicit national strategy, in the following12th5-Year Plan explicitly set the national energy saving target, includes the level of country’s ten thousand yuan GDP energy consumption will fall fifteen percent and Reduce the use of coal of6.7hundred million tons in2015. Jiangxi has an important role in the regional economy in the central region. Industrial enterprises occupy an important position in Jiangxi’s economy development.The above scale industrial enterprises created nearly70%of Jiangxi province’s GDP,and it’s quantity also accounted for60%of the total. The comprehensive energy consumption of secondary industry is5107.38thousand tons accounted for73.72%of the province’s total energy consumption. As a result,to reduce energy consumption value of Jiangxi province is the most important consideration,in the background of energy conservation and emission reduction.Energy efficiency evaluation of the high energy-consuming enterprises plays an important role in sustainable development of industrial enterprise and to achieve energy-saving emission reduction targets.Although, the system of Energy efficiency evaluation of the high energy-consuming enterprises has not yet been achieved,but some of the high energy-consuming enterprises are doing an active exploration now.The main content of this paper is to explore the driving factors of enterprise efficiency evaluation.The article used the method of literature survey,Case Analysis and interview. This paper developed a model of the driving factor of Energy efficiency evaluation of the high energy-consuming enterprises,and make an empirical test then. There are four factors that influence the Energy efficiency evaluation of the high energy-consuming enterprises,include economic system,management system,cultural mechanism and government action.This article expounds the driving factors of enterprise efficiency evaluation,and make an empirical research to prove its rationality, Also explored the influence of these factors on the energy policy-making of enterprise administrators.This paper also discusses how to establish the evaluation,enrich the relative theories of Energy efficiency evaluation and provide the basis for government decision-making.
