In the modern society with deep globalization and informatization, many companies have chosen strategic targets as their guides. So it is very important to set up a scientific and effective system of performance evaluation to make the completion of their target be estimated timely and accurately. Although performance evaluation has been widely used in the companies of our country, there’re still some defect like the undefined index, excessive attention to non financial index, unknown division of labor and duty, poor effect and etc. The content of performance evaluation doesn’t have a close connection with he strategic target. The purpose of this article is setting up a system of performance evaluation combined with strategic target by using theories of performance evaluation and balanced scorecard as well as putting it into practice in the xuan paper enterprise of china.Taking the xuan paper enterprise of china as the object of study and using the literature review method as well as case analysis method, this article will build a new system of performance evaluation based on the balanced scorecard by the theories of performance evaluation and balanced scorecard, some successful experience of other companies and the concrete conditions of the object. There are two parts of the design of the system, the first part is the design of the system of performance evaluation, it starts from the strategic target of the xuan paper enterprise of china, resolve the target according to the dimensions of finance, customers, internal process, learning and growth, social responsibility and environment protection. And we may get the index and their weight by using the weight factor judgment table method in order to achieve the balanced scorecard from the company level, then we can get the ones form the department level and the staff level by analyze it. At last it will introduce the grading method. The second part presents the management process and the safeguard measures of performance evaluation, including the guidance of performance evaluation, the feedback and the return of the result, the action plans in the next stage, and some measures aiming at the smooth implementation of this system. All of these above will ensure the virtuous cycle of the system of the target company.This article has made a breakthrough to the original four dimensions of balanced scorecard and added the dimension of social responsibility and environment protection in it in the light of the characteristics including strong culturality and high pollution of the example. The incomplete of the systems from the levels of department and staff is the shortcoming of my research, and the result is needed to be confirmed either.The research of the article can prove that the balanced scorecard is useful in improving and enhancing the companies’ management efficiency and long-term power of development in theory. In reality, it is a bold attempt as the system of performance evaluation based of the balanced scorecard applied in Chinese enterprise, and the effect of this attempt will also be meaningful to similar companies.
