In the 21centry , the enterprises are facing more and more opportunities & challenges, the life cycle of enterprises are becoming shorter and shorter, most Entrepreneurs go back and forth at the crossroad toward IT & Diversification realm, where should the enterprises go, how can these enterprises find their real station in the Vigorous market competition. After Standing firm the heel, how do the enterprises strengthen their inner control & manage system, avoid to collapse, all of these return the knot in strategy management and strategy performance. And a set of good method of strategy management and performance is what we researchers are studying for a long time.Aimming at this problem, this dissertation choose the balanced scorecard as a manage tool to set up complete strategy performance evaluation system. Although be called as performance evaluation, it focuses on the strategy management of future and is a system performance system. The dissertation is composed of 6 chapters: Chapter 1 introduces the related conceptions of performance evaluationsystem, include the factors of system.Chapter 2 analyzes development trace of performance measures in western countries, compares several sorts of performance measures and review the development trace in our country. As a conclusion, Up to the present the balanced scorecard (BSC) is the best performance measure . Chapter 3 discusses the content of BSC,the principles of BSC and the designingprocess of BSC.Chapter 4 focus on the usage and practice of performance evaluation measures—BSC in WU steel co. We use brains storm method SWOT matrix method to program the strategy of WU steel co. and design the strategy map, at last we establish the index sign system of strategic business units (SBUs) Chapter 5 elaborates the three supporting system of performance evaluation, The budget management system, The salary design system, Strategy supervision &. Feedback system.Chapter 6 conclusion:designing a complete performance evaluation system guided by strategy.
