Procurement management has become one source of enterprises’competitive advantages in modern enterprise management. It plays an important role in control of cost, project implementation, product quality and supply, making it increasingly important in business management.Increasingly dramatic changes under the environment of globalized market economy, customers’requirements for new products with more advanced technology, as well as more and more competition everywhere are the three main forces driving business activities and socio-economic ones. It leads directly to that an enterprise’s competition is mainly reflected in how its products meet consumers’demand and keep pace with the times. In order to keep pace with the times, meet customers’high requirements, maintain leadership in market, and improve overall competitiveness, enterprises concentrate more attention on new product development. Thus, the speed of products upgrade is much faster. Research and development becomes necessary strategic behavior for enterprises to maintain and enhance competitiveness. Procurement plays an important role between internal R&D and external supply. And it is responsible for providing new qualified materials within the time limit to meet the schedule requirements of R&D projects, control costs and guarantee performance. Meanwhile, the procurement determines the choice of new material’s strategic provider, to some extent, affecting the quality and competitiveness of finished products.To ensure the success of research and development projects, it is necessary to well evaluate and select suppliers in R&D procurement phase. Select the best reliable supplier from strategic perspective, considering win-win benefits, complementary advantages and full use of resources. This paper takes supplier selection in R&D procurement activities of company HT as the research objects, building supplier assessment and selection system for R&D procurement. Firstly, the paper analyzes and summarizes the status of R&D procurement in company HT. According to the problems we further analyze causes of them, and point out the necessity of improvement. Here we sum up special requirements to vendors of the R&D procurement. Meanwhile, we come up with particularity of supplier selection and evaluation for R&D procurement. Secondly, aimed at solving problems and adapting to the particularity we find out measures to improve the evaluation system from three aspects. The first is adjustment of supporting mechanisms of the evaluation system, the second is description of processes and specifications in detail, and the third is improving supplier selection-evaluation index model for critical materials of R&D procurement. We build R&D procurement supplier selection evaluation index model in terms of designing capacity, creativity, collaboration capability, trust of the relationship. In addition, through supplier selection-evaluation example of PCB (Printed Circuit Board), critical material of R&D procurement, the paper describes the selection and evaluation process in detail, verifying its operability and rationality and effectively addressing potential problems in procurement. Finally, the paper points out shortcomings of the research and application, as well as future research directions.
