With an increasing number of farm produce incidents, such as Mad cow disease, Dioxin, Sanlu milk powder, people’s safety awareness is heighted. How to ensure the safety of imported farm produce becomes the basis and premise of trade. Each WTO member is entitled to establish standards to protect its national, its plants and its environment. But the standards can’t generate unnecessary barriers to free trade and must be based on risk assessment. The implementation of these standards reduces the farm produce risks and guarantees the interests of the importer. But how to define reasonable protection and trade barriers is not clear. Especially, the developed countries use policy flexibility to establish rigor standard system. The scientific and reasonable standards restrict import and protect domestic market. The standards gradually turned into trade barriers.Japan is the leading export destination of Shandong’s farm produce. Its management system gradually forms the whole process that is from farm to table. And every year the adjustment of the standards are reported by WTO/TBT-SPS. On one hand the adjustments protect interests of Japan, on the other hand the complex clauses, rigorous inspection and discriminatory execution have formed trade barriers.With the standard rise of Japan, the aim of this paper is to look for further measures to improve the export of Shandong province. This paper is divided into seven parts, Partl is the introduction, which introduces the research background and significance, research ideas and methods, and major innovation points of this papers; Part2is an overview of domestic and abroad literature on standard effect and on farm produce standard system of Japan and China; Part3is the economic analysis, which contains the impact to exporter and the importer and the economic effects on trade; Part4compares farm produce standard systems of Japan and China and analyses the negative and the positive effects on Shandong farm produce export, furthermore it points out the measures and the challenges; Part5is an empirical analysis, measuring the effect degree of the chosen variables, as listed above; Part6is the suggestions to solve the limitations; Part? summarizes the main conclusions and inadequacies.This thesis uses linear model and time series to establish logistic regression and measure the effect degree of economic development, standard adjustment of Japan, the improvement of Shandong’s farm produce standard system, the input to agriculture, productivity per worker and technological acquisition. The empirical result indicates that Japanese standard adjustment has a negative effect on the export of Shandong. And the perfection of Shandong’s farm produce standard system, the input to agriculture, productivity per worker and technological acquisition can make up the negative effects and improve the export ability. It also finds that with the development of Shandong province, more and more export farm produce transfer to domestic market. And with agricultural growth cycle, converting technology into realistic productivity lags behind.
