Research On The Fiscal Expenditure Efficiency About National Strategic Emerging Industry

According to "‘12th Five Year’national strategic emerging industry developmentplan"， the strategic emerging industry become the leading and mainstay industry ofChina’s economy in the future development. How to effectively control the fiscalexpenditure to support the development of strategic emerging industry has become animportant problem of local government. Minority areas have some characteristics，such as cultural differences， slowly economic development， and rich naturalresources and so on， although it has great advantages to develop the strategicemerging industries， it still restricted by the slowly economy， technology and otherconditions. Combined with quantitative analysis and qualitative analysis， to thegovernment view point， this article focuses on fiscal expenditure efficiency ofnational strategic emerging industry， using data envelopment analysis (DEA)， putfiscal expenditure influence on economic， social and environmental aspects of theethnic areas as a reference index， calculated each efficiency value of10minorityareas including Inner Mongolia， Ningxia， Sichuan， Qinghai， Hunan， Guizhou，Yunnan， Guangxi， and Hainan. Based on analyzing the results， we can summarizethe following conclusions: in an ideal condition， the average national expenditureefficiency for local government in2011is0.416， and in2013is0.288. In all， thefiscal expenditure efficiency of these10provinces on strategic emerging industry isnot so high. Only Gansu province， the scale efficiency has reached1.To comparedwith2011， the scale efficiency of Inner Mongolia， Sichuan， Guizhou， Hainan，Yunnan has declined in2013， especially in Yunnan， the rate of decline is very fast;the other five provinces have varying degrees of increasing， among them the scaleefficiency of Guangxi improved best， Qinghai almost unchanged.Finally， according to the data results and the development of the strategicemerging industries in minority areas， this article from the government’s fiscalexpenditure and fiscal expenditure performance evaluation， put forward to optimizefinancial for strategic emerging industries in minority areas of long-term investmentmechanism， perfect the government fiscal expenditure performance evaluationsystem in minority areas， strengthening the supervision and review of strategicemerging industries in minority areas fiscal expenditure mechanism， strengthen thereform of fiscal policy in minority areas and other four suggestions for consideration.
