As an emerging industry that gathers knowledge and technology,strategic emerging industries are the leading industries with strategic significance and will affect the sustained growth of the regional economy.The patented technology has become the strategic commanding hei ght of technological competition and economic competition.As a key target of the development of the western region,Shaanxi has vigorously developed strategic emerging industries and high-.tech industries through industrial structure upgrading.The active patent research and development environment and rich patent achievements have brought opportunities and challenges to the development of patents,and thus the economic value of patents.The realization becomes even more important.This paper studies the current status and operational efficiency of patented emerging industry patents in Shaanxi Province,making the value of patent intangible assets clearer,making better use of patents to meet the technology war,and promoting Shaanxi's scientific and technological progress and moving to the high-end level.This paper studies the efficiency of patent operation of strategic emerging industries in Shaanxi Province through the combination of theoretical research and empirical analysis.Firstly,it introduces the research background,research significance,relevant theoretical basis and research literature of strategic emerging industries and patent operations,paving the way for the empirical research of this paper.Secondly,it describes the current status of patent emerging industry patent operation in Shaanxi Province,and the current patent operation.The existing problems;again using the group decision feature root method to select appropriate input and output evaluation indicators,using the DEA-SBM model to measure the efficiency of the strategic emerging industry patent operation in Shaanxi Province,using the measured results as the dependent variable to influence its influencing factors It is estimated that the comprehensive evaluation of the efficiency of patent operation of strategic emerging industries in Shaanxi Province is carried out based on the calculation and analysis of the previous part.Finally,the feasibility and suggestions for improving the efficiency of patent operation of strategic emerging industries in Shaanxi Province are proposed for the problems in the patent operation process and the empirical resultsThe research results show that the efficiency of patent operation of Shaanxi s strategic emerging industries is generally at the middle and upper level in the country.During the five years from 2012 to 2016,the efficiency of patent operation of Shaanxi's strategic emerging industries is constantly improving,with occasional slight fluctuations.The patent operation of strategic emerging industries in various urban areas in Shaanxi is uneven,and the market scale and market structure have contributed to the efficiency of patent operation of Shaanxi's strategic emerging industries.Through the research of this paper,we will enrich the theory of patent operation of strategic emerging industries,improve the patent operation research system,help patent operators optimize their operation mode,promote patent research and development and transformation,and enhance the influence of technology trade on industrial development.
