The Measurement And Case Study Of The Industrial Collaboration In The County Territory Economy

Since the concept of The County Territory Economy was first proposed in2002,the high-speed development of the county territory economy is becoming the focuswhich the theory and business circles paid close attention to day by day. But thecounty economic development still faces many problems and contradictions,especially the problems of industrial development’ off-behind. In recent years, thecountry had issued seven strategic emerging industry development planning andnational main body function region construction planning, indicates that the countryemphasis on industrial development and structure optimization. Industry should notonly fast development, but also need coordinated development. This article is in thiscontext study the industry coordinated problem in the development of county territoryeconomy from the two aspects of theory and practice.This article first based on the summary of previous literature and the use of thebasic principles of collaboration, analysis the connotation and mechanism of thecoordinated development of county territory economy industry.Take the Industrysystem as a large system, view the primary industry, secondary industry and tertiaryindustry respectively as a subsystem of the overall system. Choose representativeevaluation index to build the model of thrice industry complex system of coordinationand the Industry system of coordination, then use the model to calculate degree ofcoordinated. And according to the results of the synergy degree, using the greycorrelation model to calculate the correlation degree of each evaluation index andsynergy degree. Finally, according to the calculation results to sort and find out themain factors influencing the synergy degree of the county territory economy industrysystem. Then analyzes the situation of county territory economy and the adjustment ofindustrial structure.The research shows that there are problems in the process ofdeveloping the county territory economy: the industrial development’ off-behind andthe poor effect of industry coordination.Secondly, adopt case analysis method to analyze thrice industry developmentstatus in ChangXing City of ZheJiang province and ShuangLiu City of SiChuanprovince. The empirical results show that： ChangXing City is in the low-gradecoordination of industrial development, the unreasonably investment structure,disequilibrium agricultural development and the weak position of leading industry is main factors influencing the industry collaboration; ShuangLiu City is the inlow-grade coordination of industrial development, the foundation of industries abovedesignated scale is not firm, the poor support effect of the tertiary industry is mainfactors which affects the industry collaboration.The ultimate goal of analysis is looking for the main factors influencing thepolicy basis, finding a breakthrough point for the local government to promote thecoordinated development of industry. Through sum up the analysis of the main factors,this article presents ChangXing City should adhere to the "huzhou mode", strengthenthe financial support and opening up strategy; ShuangLiu City should adhere to the"shuangliu model", accelerate industrial agglomeration and the development of thetertiary industry.
