Research On Chen Yun Guiding Thought And Practice Of Shanghai’s Economic Recovery (1949-1952)

Chen Yun is an excellent leader of China’s socialist economic construction. He has made great contributions to China’s socialist economic construction in theory and practice. Particularly in the early years of new China, to guide Shanghai’s economy recovery and development, he always gave special attention and attached importance to the economy of Shanghai. By studying and researching Chen Yun’s guiding ideas and measures for Shanghai’s economic recovery during the national economic recovery period, we can not only summarize historical experience, but also find useful thought resources and reference to promote the present socialist modernization with Chinese characteristics.The early liberation of Shanghai was in her era of political and economic change. On one hand, the Seventh Plenary Session II has put the party’s focus on the city and construction instead of rural and revolution; On the other hand,the party has established a policy to restrict and make use of private capitalist economic. However, the national liberation war was still going on, Shanghai had to face huge difficulty in economy recovery:one was the pressure of war costs, the other was destruction left by the war about skyrocketing prices, plant shutdowns, rampant speculation, a shortage of supplies, etc.Facing the tough economy situation in the early liberation of Shanghai, Chen Yun confronted danger fearlessly. He proposed much thoughts which all based on the state and the people’s interests, including relying on Shanghai existing economic basis to maintain production restoration; the thoughts to stabilize the finance for the price management; the ideas to promote and facilitate the circulation of goods trade; as well as the ideas to steadily promote the employment promotion. These thoughts provided valuable ideas and guidelines for the Shanghai rapid economic recovery. Meanwhile, according to the actual situation during the process of Shanghai’s economy recovery, Chen yun put forward a lot of specific measures such as retracting monetary, unified finance to stabilize prices and get a balanced budge; adjusting private business through tax and credit; improving and restoring the land and water transportation to restore the exchange of goods between urban and rural areas;restoring production, professional training, self-help production to solve the employment of unemployed persons.The implementation of these measures gave a powerful push to Shanghai’s economy recovery.Under the guidance of Chen Yun, Shanghai’s economy got rapid recovery in three years later. Which prepared the transition to socialism for Shanghai and the Country. It also allows us to see that the ideas and methods that linking Shanghai economy to national economy recovery, combining economic work and political work from the overall situation, and associating the economic recovery with the interests of the people are still of great value and great significance to China’s socialist construction.
