A Study On The Development Of New Pattern Urbanization Driven By Science And Technology

Since China’s reform and opening up, Chinese cities and towns have vigorously kept the rapid development. National planning for new pattern urbanization (2014-2020) published on March16,2014. The urbanization has been the heating issue in different sectors of the society. Considered the existing studies, many scholars concentrated on the discussion of relationship between urbanization and industrialization. Most scholars thought that industrialization is the important driving force to urbanization. Generally, the traditional urbanization process drives by pursuing the regional low-cost advantage, attracting external industrial enterprises to move in and so on. That is the urbanization promoted by industrialization. However, the basic characteristics of new pattern urbanization are balancing of urban and rural development, interaction of production and living, saving and intensive use, ecological and livable and harmonious development. The requirement of urbanization has been turned to the idea of people oriented and the attention to build the ability of region sustainable development. New pattern urbanization emphasizes the comprehensive influence and role of science and technology and culture to production, living and ecology in urbanization.Based on the comparison of the traditional urbanization and new pattern urbanization, the paper puts forward and defines the concept and connotation of new pattern urbanization driven by science and technology. Then the paper takes regional innovation system and sustainable development as theoretical basis and explores the dynamic mechanism and the law of new pattern urbanization driven by science and technology in three perspectives:the basic elements, function module, the types and characteristics. The paper analyzes the influences of science and technology to the four basic elements:people (humanities), industry, ecology and management in cities and towns from the aspects of production, living and ecology. Furthermore, the paper systematically studies the functions and features of the international community, the high-tech zone and ecological function areas three function modules, and science city, intelligent manufacturing city and modern science and technology comprehensive city three types.Shanghai is one of the most important economic center cities in China. Science and technology also play an increasingly important role in the urbanization process of Shanghai. Shanghai Zhangjiang High-tech Park Medicine Valley, Shanghai Pudong Green City and Shanghai Chongming Dongtan National Nature Reserve are excellent representatives of new pattern urbanization driven by science and technology in China, and it has important reference significance to choices of the other regions’ new pattern urbanization path in China. Shanghai Zhangjiang High-tech Park is one of three National Independent Innovative Demonstration Zones, and creates domestic leading and world-class Medicine Valley by means of introducing overseas high-level talents and cultivating capability of independent innovation. Pudong Green City preliminarily builds a smart community having great effects in the world by using advanced internet of things and waste disposition and management systems. Chongming Dongtan National Nature Reserve builds a nature reserve meeting the needs of the modern urban tourism services and with scientific and technical content by building real-time monitoring system, water-circulation system, exploitation and utilization of new energy sources system and so on.
