New development zones of Shanghai which are becoming the growth pole of the region have had made tremendous achievements during the past 20 years. They connect more and more closely with the city in space expansion and function extension and have had a profound influence on the change of urban economic growth, function transition and spatial restructure. This paper describes the relationship between new development zones and urban development by the study on new development zones in Shanghai. The paper consists of 6 chapters:Chapter 1 is the introduction. This chapter mainly introduces the background, the objective, the method and framework for the study and outlines the main elements and innovation of the study.Chapter 2 defines new development zones based on the previous studies and points out the main target of the study, and then summarizes the relevant theories of new development zones and the research trend in China.Chapter 3 comprehensively analyzes the relationship between new development zones and urban development. Firstly, new development zones producing an effect on the economic development, the transition of urban function and the evolution of urban spatial structure in Shanghai by industrial agglomeration, population aggregation and space expansion. New development zones have become an important carrier of the socio-economic development.They have promoted the adjustment of industrial structure and will be an important driving force of urban function transition. Secondly, the paper points out that new development zones bring on urban space reconstruction in Shanghai, accelerate the expansion of urban built-up area and the reorganization of internal space in urban central area, turn urban form from the single-center pattern to the multi-center and regionalization. Thirdly, new development zones make a significant impact on urban system in Shanghai. Finally, the paper proves that the interaction of the government, market and technical factors are the inherent law in city development.Chapter 4 considers that Shanghai development zones have become the important part of city land use., and sunggestions to strengthen are given after evaluating the intensive use of the land. It is pointed out that function transition is the key to make the problems which development zones face clear. At last gives out the function location and development path.Charpter 5 gives the answers to the questions of how to deal with the relationship between Shanghai development zones and new town through the analysis of Songjiang case, that is development zones and new town integration pattern. At the same time, it describes how to realize the integration from government supporting policies,public service facilities and commercial support,diverse industrial structure,convenient transportation,market-oriented operational mechanism and overall city planningChapter 6 is the conclusion. This chapter outlines the main conclusions and the research prospects.
