The economic growth structure of China still shows considerable irrationality at the present stage, the increase over depend on investment and exports, and the domestic consumption demand increasing become sluggish. Since the global financial crisis in2008, China’s foreign trade is blocked, and the contradiction of internal excess capacity is increasing at the same time. To ensure the sustainability of future economic increase, China’s economic increasing mode should be transformed from "external force","investment-driven" to "endogenous","consumption actuating", which means we should expanding the consumer demand, especially the expansion of consumer demand which will become the important domestic demand engine. At the same time, the urbanization process which consistent with China’s economic increase will play a crucial role on the goals of economy transformation, expanding domestic demand and consumption increasing. We are aiming to analyze the influence of new urbanization process on resident’s consumption level, and demonstrate the contribution degree of new urbanization strategic selection to China’s consumption increase.Now there are two big hot spots exist in the papers about urbanization development and urbanization consumption issues, one is the argument of China’s new urbanization path selection, and the other one is the relationship between urbanization and consumption level. We combine the two spots above, explore the correlation between urbanization and consumption level from the view of China’s urbanization development path. Discussion the scale control of megacities’population based on the consumption level and economic increasing contribution and the rationality and effectiveness of the government-oriented urbanization strategic which advocate that we should focus on the medium-sized cities by comparing the influence degree of the megacities, big cities, medium-sized cities, east, middle and west cities urbanization level on resident’s consumption.The main part of this paper, combined with the experiences of foreign urbanization development and the particularity of Chinese urbanization like "pattern complexity" and "quality hysteresis", makes an objective analysis about the present situation of urbanization in China, summarizes the influence of different urbanization strategy on the residents’ consumption stage effect in China’s urbanization progress and observes Chinese urbanization and residents’ consumption level at the present stage. On this basis, we are going into the theory expounded and empirical analysis. In theory, introduce the cost-benefit theory into city optimal scale discussion, we think market adjust the city optimal scale spontaneously through the marginal cost and the intersection point of marginal revenue, and the government don’t know reasonable boundary of urban scale. And then launch the transmission mechanism of urbanization effect on residents’ consumption under the urban scale agglomeration effect:income consumption mechanism, urban and rural areas linkage mechanism, consumer protection mechanism and economic structure mechanism. At the aspect of demonstration, collect the cross section data of283Chinese cities in2012, residents’ consumption level is the dependent variable; rate of the population urbanization rate is the attention variable; and the resident’s income level, urban and rural resident’s income ratio, the proportion of the tertiary industry, the early stage of the residents’ consumption and urbanization rate virtual variables are the control variables, we use these variables to make an empirical analysis on the relationship between the urbanization level and the residents’ consumption level. The result shows that the urbanization level on the whole has a positive significant impact on residents’consumption level, but the coefficient measured by samples is lower than usual, in which urbanization has a larger impact on megacities, but it has a smaller impact on medium-sized cities. Then compare the urbanization rate of east, middle and west, it shows that the three coefficient values are all significant, in which the east value is relatively high, the difference between middle and west values is not obvious. The general empirical conclusion agree with the expectation, which means that the urbanization level of megacities and east cities are both high, it has a important promoting effect on residents’ consumption.According to theoretical analysis and empirical results, this paper argues that Chinese city scale did not break through the reasonable boundary at present; the positive effect of megacities and big cities on residents’ consumption is higher than its negative effect. If we continue to insist on take the policy of artificial control on big cities, especially megacities, it may deter the promoting effect of urban development on consumption level. On the whole, we should adhere to the double strategy of "market is priority, government is coordination", reasonable plan the strategic pattern of urban scale and spatial distribution, and express their comparative advantages through diversified urban development and differentiation area development.
