In the context of a large national food safety crisis, import food becomes more and more popular by domestic consumers. But actually import food is not as safe as we thought it would be. There are also many problems. Inspection and quarantine authorities as guardian of the country should know how to safeguard the health of people. It should refuse the unsafe foreign food outside the border of our country, as its important duty. In this paper, Ningbo Port food inspection and quarantine, as the object of study, combined with the historical development, will be disclosed at this stage, for the problems as backwardness of the inspection standards, weakness of the punishment of the specific measures, the lack of openness of information on food safety issues. In the paper, the author studies these policies of food regulation in USA, Japan and EU, for they are the advanced countries and regions. Such as the United States, it has the pre-entry requirements and reporting systems, advanced detection methods imported food and high food safety standards. Japan enacts various laws to protect food regulations successfully implemented, strengthens the communication with the countries producing and exporting food to Japan, strengthens the responsibility and punishes violations, makes information and other initiatives public. EU establishes the regulatory system of quality and safety traceability, and updates the import licenses and regulatory measures. Also, the author study the policies of Shanghai Inspection and Quarantine Bureau and Zhejiang Inspection and Quarantine Bureau. By analyzing and learning the advanced food regulatory experience of these countries and regions, author discusses the development direction of entry inspection and quarantine of food and the path of improvement in current situation. We can strengthen the testing standards by improving food risk control measures, strengthen the management of food sources by improving product pre-inspection system, and improve the information disclosure of the imported food by improving traceability of imported food regulatory system. Then we can put these recommendations into effect through various measures. These specific measures can improve the existing food inspection and quarantine; effectively enhance the inspection and quarantine measures and efforts for the good. To protect the country's food safety and people's health, promote economic development, the study has a certain significance to guide the application.
