A Study On Building Up Agricultural Science And Technology Innovation System In Hubei Province

With the introduction of the theory of national innovation system to China in1990s, more andmore experts were focusing their studies on agricultural science and technology innovation system.Many ideas were proposed, and a theoretical system, which is suitable to China’s national conditions,was gradually formed. The CPC Central Committee and the State Council attached great importance tothe establishment of our national agricultural science and technology innovation system, and formallymade the important strategic decision of constructing the innovation system to accelerate the pace ofChinese agricultural science and technology innovation, to develop modern agriculture, and to build anew socialist countryside. To deepen the reform of the agricultural scientific research system and toconstruct a national agricultural science and technology innovation system were clearly pointed out inthe CPC Central Committee document No.1in2005. In order to implement the strategic decision, theCPC Hubei Provincial Committee and the provincial government offered to focus on building provincialagricultural science and technology innovation system and actively striving for the state regionalagricultural technology innovation center so as to improve the provincial agricultural comprehensiveproduction capacity and to achieve the change from a big agricultural province to a powerfulagricultural province. Under such a background, systematical studying and thinking the issue ofconstructing agricultural science and technology innovation system in Hubei province would haveimportant theoretical value and realistic significance.Based on the national macro policies and the agricultural development practices in Hubei, thispaper analyzed the reasons for establishing agricultural science and technology innovation system inHubei province. The issues related to the construction of agricultural science and technology innovationcenter in Hubei province were studied from the aspects of guiding ideology, overall thought, basicprinciples, frame structure and main practices. Main achievements since the establishment of theinnovation center were summarized and analyzed. Some problems existed in the construction andoperation of the innovation center were diagnosed. Suggestions and countermeasures for thedevelopment of agricultural science and technology innovation system in Hubei were put forward, suchas conducting joint research based on major agricultural industry in Hubei province; strengthening theconstruction of important and special subjects, and research platforms to promote the upgradation ofscientific research; focusing research on applied technology to speed up the transfer of scientific andtechnological achievements; speeding up the introduction and training of top talents to form differentgroups of famous experts, establishing mechanism for the stable increase in R&D input to ensure asteady development of agricultural science and technology innovation. The author hopes this studycould provide a theoretical support and practical experience to improve the construction ofprovincial-level agricultural science and technology innovation system, and also provide a theoreticalreference for decision-making in related policies.
