At the present stage, with the rapid expansion of science and technology, newtechniques emerge in endlessly, bringing increasingly impacts on economies、industry structure and society, to some kind of extent, the competitions between futureenterprises is the competition for new techniques. Therefore how to identify the factorsthat influence the capacities of commercializing new techniques, and then evaluate andtake them into considerration in order to bring about the final success aboutcommercializing new techniques is undoubtedly proved to be the key point inresearching procedure.The paper first studies the connotation and characteristice of new techniques、theconnatation and characteristice and procedure about commercializing of newtechniques、the connotation of commercialization capacity of new techniques, thensummarizes the key factors that influence the commercialize capacity, then the paperbuild up the Analytical Hierarchy Process model of evaluating the capacity ofcommercializing of new techniques on technique、market、commerce and management.According to the model,the paper discusses the current commercializing of newtechniques between the provinces in China and involved issues. Finally, to solve themain problems existing in our commercializing of new techniques, institutionalinnovation、innovation input、optimizing external environment、achieve new superoritygrowth points should be taken into consideration seriously, in order to realize thecomprehensive promotion of the capacity of commercializing of new techniques in thewhole country, so as to exsert the stimulus to the economic development to the best.
