The aim that "fostering tourism industry into strategic pillar industry of our national economy" and the truth that the contribution of tourism industry to national economy is lager and lager, tourism has been treated as leading industry of economic growth or pillar industry by the provinces in China one after another, then competition between regional tourism has become more and more furious. At the same time, the imbalance in regional tourism’s development is increasingly apparent. However, the imbalance is not consistent with the pattern of tourism resource distribution in our country, the development level of tourism in west China drops behind the east all the time, even the tourism resources in west China are as good as that in the east. What’s more, the desire to develop local tourism leads some regions to copy successful cases blindly, and the questions that similar planning, blindly follow suit and unnecessary competition are flowing. All these make the imbalance of tourism in our country more complicated. Then in the new century, how is the situation of tourism imbalance in China, and what causes these situations, what extends is each factor, the Non-equilibrium Theory of regional economy can be used in tourism? The answer to these questions can reveal the development rules of tourism imbalance in China, make the regions to develop the tourism on purpose, and promote the whole level of tourism industry in China.The paper reviews and organizes relevant literature from content, index, methodology, the time period and cause analysis, then considering theory and practice operability, tourist income and tourist receipts are selected as index, to measure the development and evolution situation of tourism imbalance in China from time and space during 2004-2013.Based on the method of multiple hierarchical regression analysis, the effect degree of each factor is measured. And according to the measurement results, the paper discusses the reasons that lead this imbalance in China tourism industry, opinions and suggestions on how to develop the local tourism are given at last.According to empirical analysis, the relative difference of tourism imbalance between regions decreases gradually, however, the absolute differences is bigger and bigger, the tourism center tends to be transported from the east to the southwest. The complicated function of natural and artificial factors lead to this outcome, and different factor have different effect degree. The tourism resources still have remarkable effect on the tourism development, however it’s no longer the only leading factors, the traffic conditions have a significant effect on the tourism, which have the biggest influence coefficient among all the affection factors. Then, the human factor is becoming an important factor which cannot be ignored. What’s more, the significant effect of transport and service facilities on regional tourism indicates that the important role of policy factors in tourism development to some extent. As far as the regional tourism, the regions should base on the theory non-equilibrium and comparative advantage to improve the level of tourism development with specific goal.So the paper delves the economy Non-equilibrium Theory, and offers the references for regional government in developing local tourism, what’s more, the researchers should approach the unbalance questions with developing light. Through an overall measurement and analysis about the tourism imbalance of China in recent ten years has been given in this paper, be limited by knowledge and academic ability, there still exist some disadvantages. All these shortages should be further improved.
