A Research On Superyisions Of The Interconnection Of Chinese Telecommunication Industry

This paper uses the overview theory of telecommunication industry’s interconnection, which analyzes the economic, technical characteristics and the influencing factors of its existence, to analyze the development process of China’s telecommunications industry interoperability. The paper uses data induction, case analysis to identify the problems in interoperable regulatory process. This paper also analysis the regulatory measures in developed countries to identify regulatory shortcomings in our existence, using comparative analysis. The main problems founded are the defects in legal system, the unreasonable factors in interconnection system, ineffective regulatory in regulatory agencies, inadequate oversight mechanism for operators.Aiming at the problems, the paper makes certain recommendations to the interconnecting regulation, drawing on the experiences of developed telecommunications regulator, and combing China’s actual conditions. Suggestions are improving the legislations on the telecommunications industry, changing the developing methods about interconnection costs, implementing cost-oriented pricing, reinforcing talents introducing in regulatory bodies, enhancing the transparency of the regulatory process, establishing and improving the supervision mechanism for operators. The purpose of these recommendations is making the telecommunications industry regulation of interconnection more advanced and effective implementation.
