At present, the "drainage oil","garbage pig" kitchen waste caused by the variousfood safety issues of social concern, become a major problem influencing people’s livesand health. As the development of circular economy, promoting the kitchen wasterecycling and harmless treatment is the construction of a resource-saving andenvironment-friendly society, to ensure food safety, an important content to improve thelevel of city ecological civilization is unified, conducive to the realization of socialbenefit, environmental benefit and economic benefit.Development and Reform Commission in2010a number of ministries issued "onthe organization to carry out notice" utilization and harmless treatment of pilot work ofthe City kitchen waste resources, selection of kitchen waste recycling and harmlesstreatment condition of the districted city or municipality directly under the jurisdictionof the pilot. In2012October, the national development and Reform Commission,Ministry of finance, housing construction department, environmental protectiondepartment and the Ministry of agriculture jointly issued a document, identifiedChangzhou as the second batch of kitchen waste recycling and harmless treatment ofpilot city.Based on the analysis of the concept, the characteristics of kitchen waste,damage, and the basis of utilization and harmless treatment of domestic andinternational comparison of kitchen waste resources, from the actual situation inChangzhou, to produce, through the survey of Changzhou City kitchen waste collectionand disposal current situation, put forward the main task and schedule to carry out thepilot work arrangements Changzhou City, on the existing problems in the managementof kitchen waste were analyzed, mainly reflected in the Department of force has not yetformed, the legal system is not perfect, there is a blind area of supervision andmanagement, catering unit coordination is not high, collection, processing technology is not mature in five aspects. On this basis, put forward the need to clear theresponsibilities of departments, to strengthen the legal system construction andsupervision, to expand the publicity and education, improve policies and incentivemechanism, countermeasures and suggestions to regulate the kitchen waste collectionand disposal by the operation of the market, realize the kitchen waste waste to treasure,harm to benefit.
