According to the characteristics of urban water conservancy construction industry combined with the traditional investment theory, studies the implementation steps and evaluation about city water conservancy investment theory, urban water conservancy construction investment provides a theoretical basis for the future and pointed out the direction.3.This paper discusses the urban water environment protection benefit cost analysis principle, steps, evaluation index and method of analysis of the connotation of urban water environment protection benefit and cost, and on the basis of the research on water environment protection benefit evaluation method, mainly including direct market method and cost evaluation method, investigation, evaluation method and substitute market method four categories of coincidence method.4.Through dongying city existing city water conservancy and environmental protection project as an example, the some engineering investment benefit is seriously do the qualitative analysis, and the research of benefit evaluation method, this paper using the method of shadow engineering method, reduce the loss and increase the income method quantitative estimates for nearly two years the city water conservancy investment benefit.5.
