Water is related to rural development, flood control safety, water security,food security and ecological security. During the12th Five Year Plan Period, water conservancy work plays more important position, government will accelerate the construction of water conservancy and promote water conservation to achieve leapfrog development. Water resources development plan(2011-2015)set the objective of4trillion RMB invest plan, water conservancy construction upsurge is developed. Water conservancy project with stronger social welfare nature. After the completion of the construction project not only can bring certain economic benefits and social benefits, but also bring ecological benefits to related population of reservoir area, surrounding and the downstream area。This thesis does cost-benefit analysis(CBA) standing the angle of whole society and sustainable development, in order to promotes government making sound decisions and more reasonable allocation of social resources.This thesis systemically discusses relational theory of CBA and applies environmental services accounting theory account the ecological values of water conservancy project based on domestic and foreign research, and considers when the cost for providing public goods less than corresponding benefits, utilities or social welfare, the government should choice producing them. This thesis has estimated the willingness to pay(WTP) to corresponding population for Xingjiawang reservoir reinforcement project through double-bounded dichotomous contingent valuation method(CVM) survey. At the same time, this thesis has estimated the directed economic benefits and social benefits of Xingjiawang reservoir reinforcement project, and uses traditional long-time invest analysis method achieving CBA through comparing between totals all benefits and cost.The results of the study shows the ecological service value of Xingjiawang reservoir reinforcement project is RMB3.3602million/a, it net present value (NPV) is RMB29.1335million, The static payback period(PP)(including construction period) is three years, Internal Rate of Return (IRR) is49.8%. We can draw a conclusion of financial feasibility. for commonweal Xingjiawang reservoir reinforcement project through, comparing between NPV, PP, IPP and their valuation benchmark. The government invests with public finance fund to commonweal Xingjiawang reservoir reinforcement project increasing whole social welfare, and the efficiency of capital is higher. Commonweal Xingjiawang reservoir reinforcement project guarantees safety of life and property of70thousands residents that comes from downstream of reservoir and irrigation of16thousands cultivated land, bring enormous economic benefits, social benefits and ecological benefits.
